This is a recently sanctioned US SAILING One Day Club Judge Seminar with test required for initial certification as a US Sailing “Club Judge.” Some previous protest committee experience is helpful, but not required. The objectives of the club judge program are to improve the quality, consistency and fairness of protest hearings and results at the club level.  You will receive a training certificate and depending on your experience, passing the test, etc., you will be eligible to be named an Area F Club Judge or a US Sailing Certified Club Judge.  This workshop is useful to competitive sailors even if becoming a judge is not your objective because it will help your understanding of the Part 2 rules, the protest process and participation on protest committees.

The seminar will begin at 0900 and last until approximately 1800. The seminar will concentrate on three areas of development: Part 5 and Appendix M rules (protest procedures), and protest hearings and Part 2 (right of way) rules. Topics in the club judge seminar will include: review of key rules, managing a hearing with proper procedures, deriving a set of facts from testimony, arriving at conclusions, and then applying the correct rules to come to a decision. These will be accomplished with audience participation using presentations and mock hearings.  A test with debriefing will be conducted at the end of the day.

The instructors for this workshop will be Rick Mallinson (Senior Judge, CSSA, US SAILING Judges Committee) and Bob Gough (Senior Judge, TSA)
